You can contact Facebook support as link below and confirm account using identifier (government issued id); they will check profile against your official identifier and can verify your account.
Confirm Your Identity with an ID
After your account is verified and you log in, you can update phone number setting>mobile tab on left menu (Log into Facebook | Facebook)

If you have already a Phone number and set 2-step verification step, then every time you will code on that number. You have to update your number from settings.
If you dont want to use your number , then there are two ways to verify your facebook account with Virtual Phone Number

There are some options available for you. You can report the issue with verifying your account here: Report an Issue with Verifying Your Account. I strongly suggest that you report the issue with verifying your account first, as facebook doesn't want to see duplicate accounts in it's database. Another helpful link could include this one. Confirmation Code SMS (Text Message) Issues
