What does it mean to be a follower on Facebook?
You are interested in the person's posts (feed as some would call it), whether they are funny, political, informative or otherwise. That is why you would follow them.

When you add someone as a friend, you automatically follow that person, and they automatically follow you. This means you may see each other's posts in News Feed. When you follow someone who you're not friends with, you'll see posts that they've shared publicly in your News Feed.

It means that you see that persons public posts but neither of you are Facebook friends so you can only see the posts that are PUBLIC and not any that are privately shared by the person.
