Why is the add friend missing from someone I friend requested on Facebook?

The person to whom you are want to send the friend request to has the set the privacy in their account so they do not receives friend request from any unknown person. As you can see I have changed my privacy from "Everyone" to "Friends of Friends".
These privacy settings have been implemented by Facebook, after the requests by many users to assist in keeping stalkers and unnecessary users from sending you friend request.
Your feedback is private.
Is this answer still relevant and up to date?
That person first declined your request, then took the option “stop this person from contacting me again”, or something like that.
